I was hoping to do this myself by asking questions but didn't get any Android Networking people responding to my bid. So I am trying it from a Java networking angle.
There is a free Android App for Android that lets you create a tether on a rooted Android. Right now the app notifies the Android owner when someone establishes a connection. I want to get a notification as soon as someone ATTEMPTS to connect to the tether.

I did not have any issues building it using Eclipse with Android SDK. I have a HTC G1 for testing.

Deliverable is the code modification to the tether modules.
