AWS Cpanel plus security

I like to start using AWS.
What i need is:
- Cpanel installed and configured.
- Webhosting should be possible to manage with WINSCP (FTP)
- PHPmyadmin should be there
- Webhosting should be elastic - so it automatically scale based on the number of visits / use.
Also it should be secured to block bruteforce attacks. I need added a solution so countries can be blocked (black/whitelisted) to access my hosting and system.
After setup all those settings it is possible to discuss the solution for a longterm job as i need a system manager on payroll based as I want to use Amazon for all my products in a professional development, test, acceptation and production environment.
