Converting TIFF to PDF

We are looking for a piece of code or software in Linux which can convert a multi-page TIFF file to PDF. We have already used the tools available in ImageMagick and TIFF2PDF converter available in Linux however, the issue is the file size. We would like to compress the PDF file (the file size should be 1/7th to 1/8th of the original TIFF file). We haven't been able to compress the PDF file and our goal is to make the PDF file substantially smaller than the original TIFF file without sacrificing the quality that much.

If you are familiar with image compression, and PDF converters, please contact us and we will send you sample TIFF and expected PDF file. The goal is to get a program that takes a TIFF file in the command line as the input and delivers the compressed PDF file as the output. You can use any scripting language such as Perl, ... that can do this job.

Attached is a zip file containing a sample TIFF and the desired PDF file (output of the program).
