Create a custom banner plugin or software that can display relevant, daily specials/images *above* the header on any group of wordpress sites.
Banner needs to be able to:
1. Update any advertising text with correct date automatically example: "Today ONLY -- August 13th-- $100 OFF Repair"
2. Be able to insert images rather than text for holidays or special events example: "July 4th Blowout Sale" image

All banner details: text, color, image upload --- are managed by an online C-panel across hundreds of sites. So, one change is implemented across ALL sites. We need that capability within a group of Wordpress sites.
*I want to use this personal business AND potentially sell the software, so we need it as clean and user friendly as possible. With regards to budget, I don't know how much work this sort of project will take, so I labeled it Medium project for now, but I'm understanding if the work will be more involved.
