Creating nested groups with smart search filters for JomSocial

I am looking to build upon the core JomSocial functionality and create a system of nested groups as described in the attached Group_structure.pdf. I intend to adapt a pinboard type template such as [login to view URL] and would like to a find a smart filter module (advice required) that will allow users to easily refine their searches for groups and users based upon geographical location, type of group and associated group keywords/tags.
The idea is to create a self building directory that places users in appropriate groups based upon the options they select during the user registration process.
I have been looking at this extension - [login to view URL] - to form the basis for automatically placing users within the correct groups. The basic functionality seems ok but could be extended to allow for dynamic field population during user registration so that fields are populated and presented to the user based upon their previous selection E.g. If they select "United States" from the "Country" drop down menu they will be dynamically presented with a "State" drop down menu containing only a list US States.
I would like to work with a developer that understands the needs of the project and will willingly advise as to any improvements to the architecture and use of appropriate modules/plugins/extensions.
There may be additional budget for assistance in applying my designs to an existing bootstrap based template. Draft home page design attached.
