admin emails, photo tagging, wall comments

my website is built on the social engine platform. would prefer to hire people who have knowledge of social engine.

please give me costs for the following -

1. from admin section, bulk emails to be sent out only to registered/approved members. (currently everyone gets them)

2. photo tagging - like FB people should be able to tag their own photo by clicking on themselves and the photo should appear on people's profiles automatically, as well as the main wall. (currently the tags happen on the top left hand corner of all snaps..because of this no one bothers to tag themselves or their friends)

3. any communication between members (writing on their walls) should appear ONLY on their walls....not the community wall. (currently if you write on anyones wall, it shows up on the main wall)

4. photo commenting - if anyone comments on a photo, the photo should appear on the home page along with the comment (currently, only the comment appears..the photo does not)
