Add Features to my Existing PHP Website

I already have my own Social Media site using PHP/MySQL language/database. I need to add some more features into it. Due to our developers load, we cannot face this job anymore.

Number of things I needed to add to that site.

1. There is an embedded as an iFrame (from third party site). But after the log in, the system should validate if the user has paid for this product or not. If paid, particular iframe will appear; if not, then another iframe.

2. I need to add a payment feature into the site, using paypal or any payment merchant that accepts fund transfer to Philippines, Saudi or Bahrain.

2.a user can have an option to pay locally

2.b payment steps should be very simple, no need for too many forms.

3. Please add a user friendly SEO for dummies. I don't know if what i did was really okay.

4. In that site, there is no feature to invite other contacts and integrate with gmail contacts, yahoo, etc.

5. I want some features to be linked to facebook where they can like the magazine issue and post it to facebook, like the [url removed, login to view] and posted to their facebook account. etc... If user wishes to, he/she can login using facebook account and all credential from fb can be shared to [url removed, login to view]

6. In this feature, I do not have events, where users or ourselves can post some events and inviting everybody to come. This is a Sports Social Media. I already have some front end scripts but difficult for me to integrate them because of conflicts in css.

7. Announcements, I like something that admin can easily make some announcements, i don't know how to call it but something like the announcement somewhere floating at the bottom of the browser where it stays there even the browser is scrolled and until the user closed it.

8. I purchased a very nice Theme that I would like to incorporate to that site. It has the frontend and some plugins but has no backbone.
