Create a simple messaging application with GPS Location services

I have mapped out the required functionality of the app and I require a developer to implement the DESIGN and publish for iOS and Android.
Project must be fixed fee.
I will manage the project from a top-level.
The developer must also be able to provide design.
The app will require the following systems:
New custom interface
Social Login
GPS locations services
Ad Banners at the bottom
Device Syncing
User Profiles
Messaging
Custom icon
