Build a Website

I Want a site that is Similar in function to US [url removed, login to view] based upon a Facebook model but with the ability to limit users to certain areas in order to join. The Website must be able to be built for expandable capabilities for an app to be added at a later date. Any help or ideas would be entertained. We need two websites built. One based upon the [url removed, login to view] concept and one based upon [url removed, login to view] as both will integrate with each other. OUr goal is to capture information from the members of their neighborhood activity so they can share it only with their neighborhood.
