Need Brainstorming help with the Functionality of a Collaborative non-profit Website that lets people participate in Government

I need help from someone who is passionate about politics or has good ideas related to this project. Please read this project description carefully. Think about this project over a few days and in your bid submit your initial ideas. If you have good ideas and win the project I will work with you to work out the details of your ideas. Don't worry if there are a large number of submissions. I will check all of them. You can submit your ideas in graphics form since this is a Contest.
I'm working on a non-profit Collaborative website that would help people work on problems related to government and leadership and also products and services. Just like how anyone can create a Reddit forum community for any topic, this website would allow anyone to create a Task-management type tool for any project or topic but it would be much more than just a discussion forum. For example anyone could initiate an open-source community-owned Taxi app project where people could give Ideas, submit Issues, set long term Objectives and complete Tasks to achieve progress in all those other 3 components (see [design mock-up](https://postimg.cc/75zq0SYD) here). People in that project who contribute the most to the project would be kept track of and recognized.
This same kind of platform would be used for all the work that our governments are supposed to do for example improve human rights, education, crime, protect the environment, maintain international relations and work on laws and bills etc. People would develop a track record of their activity that shows others what they're most passionate and skilled about and do all this in a non-partisan cooperative way (that's the theory at least). This would let us see who would be a good candidate to become an effective political leader or who our best-performing leaders are. Of course every system has its weaknesses and the website needs to have more complex functionality than what I've described here but it will be a work-in-progress and its an initial attempt to create a system where people's past activity in an area is used to judge how good a political leader they are instead of promises made or the party they belong to. Its the equivalent of going to a good car mechanic because of all the good reviews they've had in the past.

    What you say is correct in theory but we know it has almost never happened in practice in politics. They're not attentive to our needs (I gave the example of the poor condition of loud exhaust laws in the US; they're all in various forms of evolution from ineffective to decent and its basically impossible to get anything changed unless we're lucky we get a politician who is personally effected by that issue and decides to really go after the issue and even he'll have to fight with the rest of the system to do it). Voting in townhalls, very few people show up and there's no easy way to track of what was requested and what percentage of it was fulfilled and how well our leaders did when dealing with those requests or discussions. As a small example I emailed my local city to put out more recycling locations and guess what, I got no response at all. Why? I can talk about so many other examples of failures at not only local but state and international levels. (continued)

    What I'm trying to do is not new. Search any of these projects to see how other people are also trying to use the power of the internet and software to improve how government works:
    - Airesis ("A place to report problems, propose solutions, discuss alternatives, to summarize shared decisions.")
    - Decidim ("makes it possible for people to organize themselves democratically by making proposals, attending public meetings, fostering decision-making discussions, deciding through different forms of voting and monitoring the implementation of decisions.")
    - CitizenLab - "We give cities and governments a digital participation platform to consult their citizens on local topics and include them in decision-making."
    There are others.
    Thats all it is. It starts from the belief that the way our governments work can be improved and then from there its about how we can use software and the internet to do that.

    As far as voting is concerned, we know people just go and vote for their party colors. Politics is one big boxing match. No one votes based on how well our leaders are actually doing or have done in the past (that information is currently not available, compiled or kept track of).

    (cont 3/3) All employees get annual reviews at their work places but in politics there's no such thing. A website where civilians and leaders can digitally interact with each using the Issues, Objectives, Tasks, Ideas model I described, and where their performance is continuously monitored could and would be very useful. There's more to the website than what I've described but there it is. Software and websites can improve a situation. This is all I can explain to you for now. There's many other initiatives going on which are trying to use the internet and software to improve how government functions but I never found one with all the features I want. (end)

    It would take a lot of effort for me to explain what the site would do and why it would be useful. Just think of it this way. If we didn't have a website like Amazon and Ebay where we can see what the product or seller ratings are, there would be a much higher likelihood of broken products being delivered with no accountability or sellers taking the money and never shipping. It would be a disaster, kind of like how the political world is today. Its only through product and seller feedback that sellers and products are held accountable (to a degree at least) and we know we will most likely get what we ordered. A website that shows us how well our politicians are doing would be of great value. the website would handle how that rating is done, how they're evaluated and let civilians take control of that in a carefully designed way where there's no or little misuse.     I hear what you are saying, it sounds like a democracy where everyone votes on everything. But we have a republic where we vote for representatives that vote for us. A politician wants to get elected so he by nature is very attentive to what the people are interested in (he wants to get elected so he does the will of the people he is to represent). If most of the people in his state are for something he will be for that thing to. The higher the percentage in favor the stronger he will fight for that cause. If he doesn't he won't be elected next time around. And a politician wants to be elected-that's all they care about. It sounds to me, the site you are tring to build might be of interest to politicians to find out what the electorate wants in a specific area, but I think they do polling for that and town halls etc. It's an interesting idea, and thinking about how voting and things might be different in the future, it might make for an interesting book?

    The other important thing about this website is that if civilians start building their activity profile for the things they're passionate about (lets say noise pollution, or health care, or education etc), they can get points for what they do and people with the most points would be good candidates for being a city mayor and so on. This is a simplified version. I can explain more via voice chat if you like (skype, Zoom etc).

    Hi Theodore, thanks for reading this. So far you're the only one you took a look at this so thanks for that. I'll give an example. The government is responsible for passing laws against loud exhausts but currently our governments are very inefficient and often take a long time to pass needed laws or just dont do it and thats because our leaders just arent interested in doing what they need to do for us. Basically every aspect of society is ignored by our current leaders. Imagine a 100 years from now we have a new system that involves this website I'm trying to build. People would use that website to raise issues (about loud exhausts) and suggest solutions (suggest new laws). They would vote for the issues that are important to them and our leaders would be rated on how well they take up highly-rated issues and implement laws for them. (continued)

    Hi, could you explain a bit more. You are looking for ideas about politics that people are passionate about? And then what? How to get laws passed that promote those ideas? In a republic, people normally run for office or find someone with similar ideas and help them run for office. So how is what you are doing different? Is it better?
