I need to make my website for modern and mobile friendly. Need to be experienced in Yii.

to the images below.

Heres a list of requirements:

1. Modifying menu layout.
1a. Menu layout must be responsive.
1b. Menu layout needs to be sticky once screen goes past the Navigation (Menu,Opening Hours, etc.)
1c. Clicking on the CART will slide out the cart from the right. We will need to see what kind of animations looks good with it.
1d. Allow admin to set pre-selected sizes. (currently, merchants can type their own sizes and weight.)
1e. Remove the ability for Merchants to create their own Sizes. Merchants can choose those pre-selected sizes and input their prices on the merchant backend. (framework already developed so it should be easy.)
1f. When users hover their mouse over the prices in the frontend, it displays "ADD TO CART".

We have reviewed all the things you mentioned but have one question in mind it would be great if you can reply on that and then we can work.
1) You mentioned menu should responsive (Menu,opening hours,reviews,etc...) so what about top three item (Home ,login & signup) it will just adjust on responsive layout right? we need to sticky (Menu,opening hours etc) isn't it?
