Reformat data in XML

I have the need to reformat data in the attached XML file in two Tags. <INCOND> and <OUTCOND> are used to link jobs in workflows. These names in the tags need to be updated to include more unique data to map the condition correctly when jobs exist in multiple folders. Current naming format is [G-]{jobname}-{toJob{jobname}} Require the format updated to [G-]{parent_folder}_{jobname}-{tojob{parent_folder}_{jobname}} when there is no {jobname} set then the field {memname} should be used. Attached are three xml files, #[login to view URL] shows the data before update, #[login to view URL] shows the data as I require it. [login to view URL] is a larger data set that needs to be updated.
The preferred solutions would be based in Powershell, Perl or Python
