Forms Processing: OMR/OCR/ICR XML, .NET, C#

We are looking to find a developer to assist us with ongoing projects related to formsprocessing. We need to be able to have a full blown forms processing system that will not only handle processing of form images, but the ability to collect data from web based forms as well. We need to build a form designer that can save the form definition as XML, with all processing rules, etc. Then we want to be able to prefill certain values, send the forms to our field reps, have them be able to print the forms, handwrite the answers or fill in on the web, and return the document to us for final processing. Final processing will include parsing of the XML or processing the form images for data. Then the item will be routed to a verification/review module. At this point the items can be reviewed and modified as necessary. If there is an uncorrectable problem the item will have to be able to be routed back to the originator (field rep) for correction and resubmission. Once the item is accepted by the reviewer it should be converted to a typed document using the collected data. Then this item would be released to our document imaging sytem (already developed). We would be using a combination of image processing tools, most of which are from Pegasus imaging.
