Create a similar flash game

I need someone to create a similar flashgame based from:

The gameplay would be very similar to the first one. While I want the graphics to be similar to the second one.

For my game, this would be the general gameplay: You are having a nightmare where a giant spoon is chasing you. With that, you would need to draw and change jerry into a specific character that I want. The character would actually be based from a male celebrity. Thus, It is important that you can draw the character that I want to look like the male celebrity himself.

Then, you would need to change Tom into a giant spoon. Please see the second game, you would see that Tom can be seen chasing Jerry. I want it like that. Not like the first game, where only the hands of tom are seen. But I still prefer the gameplay of the first one, where you can go on tables and stuff.

Other things needed:

1. I want a nice game screen to be done/drawn.

2. Once the game is over, I want a movie animation to happen. The giant spoon will eat the character.

3. For the sound effects, you can use anything you desire, as long as it's not copyrighted.

4. For the background sceneries, you can also choose stock images, as long as it still fits the overall graphics.

5. Create a highscore system.

That would pretty much be everything. More details to be discussed later.

Budget: 200-250$
