Making Antenna for IMSI Catcher

Looking for a skilled person who is capable of designing / making / consulting on a portable Antenna that will be highly powerful to catch all the IMSI number within 10km radius area. In order to complete such a task, the bidder should have strong knowledge of how LTE networks and signalling.
