Finish a website that generates my shipping lists, project is 98% done, previous programmer got sick

I need a programmer to finish a project that is already 98% done. I am not a programmer, but this project is EXTREMELY close to being completely finished. I am seeking someone that has very strong ENGLISH reading and writing skills. I hired a main contact person from India and his programming team from India in late 2019. They did almost all of the work and the famous virus hit the world. The first thing that happened is that India went into a shutdown. Then all of the programmers quit his team. Then my main contact person got the virus and had to be hospitalized for over a month. When he got out of the hospital, his business was ruined, and he lost all of his programmers. Now he cannot seem to hire any new ones at this time. I have tried to be patient with him because he could have died from the virus. But he has been out of the hospital for over a month now and has not been able to hire any programmers. He is out of business I think. Fortunately I have all of the files. When virus first hit, I asked him for a backup copy of all of the files. It is a zip file that is 74 MB in size and is titled:: SITE DOWNLOAD paperstand_admin_16042020 I am going by his word that these are the actual backup files. I am not a tech person, but I asked him for the backup files on April 16th and that is the day I downloaded the zip file. That was more than 3 months ago and no progress has been made on the project since that day. I need someone to come in and finish the last part of the project. You must finish it, and then we must test it so that I know it is working correctly, and that I can rely on it. You need to have PATIENCE while I test, not just tell me the project is done, and then move on to your next project. This must be tested and if necessary, make corrections until it works as required.
