132219 Volume Control Program

Hi, I am looking to have a program built that will basically act as a dashboard to control the volume output of all currently running applications on the users computer. The program will need to allow the user to mute and control the volume of programs individually on Windows 2000/XP machines. It will mostly be used to mute the users browser while another program is playing music, this will allow the users music to not be interupted by sounds coming for their browser or any other program they choose to mute. The program will need to run in the users tray so it can constantly be controlling the volume of programs and be easily accessable. I will need the program to be packaged in an executable file to allow for easy installation. I am looking for this program to be developed quickly so please keep that in mind when you bid. Thanks
