SugarCRM - email setup specialist - do not mail features and more

We are having trouble with a few of the email setup features in SugarCRM. This is specialized work. We are technnical, we have programmers... We are looking for someone who has setup the Do Not Mail Features.

we have updated the opt_out and invalid_email settings in our email_addresses table, how do we make SugarCRM obey these settings when sending mass emails? The rule we want to implement is this: "if opt_out or invalid_email is set then do not send to that email address".
