Graphical application for moving objects and text

I am looking for skilled programmer for a project. Testing is required to make sure a professional approach, skills and responsibility when doing assignments. With, of course, a decent pay for the work done. Requirement is to make a workspace in Qt that contains rectangular data block(s), where each block can contain other data block(s). The goal is to write an app (using DirectX, OpenGL or other) that created rectangular shape data blocks of different size with ability to change horizontal and vertical proportions. The blocks need to have some laws and forces affecting them: 1) Blocks tend to occupy all available space, proportional to their size. (for example 2 blocks, one with size 2 and another one with size 3 will occupy 2/5 (40%) and 3/5 (60%) respectively of available space) 2) Blocks tend to have more squared shape. 3) When moving block(s) from one host block to another, all the forces need to be recalculated, and all blocks location and occupying space to be adjusted. (for example if we add another block with size 5, the blocks will occupy 2/10, 3/10 and 5/10 respectively; if we remove block 1 (size 2) the remaining two blocks will occupy 3/8 and 5/8 respectively)
