Create Design for Notification API code (Web push and on Android)

We want to develop embeddable code that will enable our customers to easily deploy push notifications to browsers that support those notifications. (for example, see: [login to view URL], [login to view URL]) The objective is to provide our clients with a set of code that they can include in their existing websites that will enable those websites to (1) ask to allow notifications, (2) monitor news sources that we control - for example, an RSS news feed, and (3) display notifications to users who allow permission and which are filtered to ensure that the notifications are proper for the user. After our customer installs the code we would give them, the next two screens show examples of the permissions request and the notifications the user would receive. The third screen is a draft mocking up the administration panel that would set some of the parameters that the customer could set for this notification process. (links are to screen mockups) [login to view URL] [login to view URL] [login to view URL] The deliverable for this project is a specification of the requirements that is sufficient to give to a developer to accomplish the objectives described above. The freelancer who gets this project should be familiar with how to create code that can be easily embedded into an existing website, with Web APIs (mobile web API is also helpful), and can work with us to complete the requirements. As part of the deliverables for this project, you should tell us: 1) What technologies (java, .net, etc.) are appropriate to accomplish what we want; 2) what a rough cost estimate to complete the project might be; 3) limitations we should expect (e.g. which browsers cannot support push notifications) 4) other errors we are making in describing this project or in our expectations of what we will get. The deliverable should be good enough that we can post it on Freelancer as a project to have the code developed to finish the project. If you - as the freelancer working this project - can also complete the code, you will have an advantage in getting that phase of the project, but you should expect that we will post the code development as a separate project. Note that we are basing the budget for this project on the lowest level we think is possible on Freelancer, because bidders can't bid less than that lowest amount. You should feel free to bid what you think is realistic and we expect bids that are higher than the range we specified.
