Build a script where i can change an old password to new password

So my original idea was basically a script where I would direct the path of the directory and have a loop program where it would…
a. Open up the file, if opens without password, then close; go to next file;
b. Open up the file, if requires a password, use old password 1, replace it with new password, then close; if old password 1 fails, then use old password 2, replace it with new password, then close; if old password 2 fails, then use old password 3, replace it with new password; repeat.
c. When done, if it could generate a report letting me know which files cannot be opened either without password, or with the “new password”.
d. NOTE: if file is opened/being used by someone, skip and note it as “used by” so I know someone was using that file
The file types are for PDFs and MS Word, and MS Excel. The Word and Excel have various versions, and types (xls, xlsm, etc).
