small program or script to resize and append text to picture files

We need someone to make us a script, probably vbscript or a simple program that runs as needed from the right click menu on windows file explorer. The user will select 10 or 20 pictures at a time and right click and select the program. We want them resizes to 1024x768, compressed down to 85% quality, prepend some text to the filenames, and convert it to lowercase. Try to use imagemagick for the resize. Throw an error if non image files are selected. We want to prepend the date and the users initials. Have the program prompt for the initials. The format needs to be as follows 5.2.11tfdsc012323.jpg. 5.2.11 being the date and tf being the initials typed in.
