Python REST API get record from Service Now

Need a Very Simple Python program to use REST API to connect to “Service Now” and return a dump of the text of a specific ticket written in Python 3. Should work on Windows or Linux and should not matter which.
Expect the command to work like this:
$ python [login to view URL] 1234567890
(return text of the record)
Is $10 ok?
(If not how much?) (Please note I am out of work and have a small budget)
