Hi I am working as Project Engineer. I have total 7 years of experience in Automation and Design. We are developing PLC, HMI, SCADA programming, I have worked with Allen Bradley PLC(Micrologix, ControlLogix, CompactLogix etc), HMI (Panel View Plus, Panel View Plus 6, panel view component etc), Scada, Drives. I have hands on experience on Rslogix 5000, Rslogix 500, factory talk view studio for Machine Edition(HMI) and Site Edition(SCADA). We are also developing Electrical Drawings like panel wiring diagrams, panel layout, BOM, Logic Diagrams, Cause and Effect documents for our clients. Also did their Scattergood power plant controls using AB PLCs & have done complicated reporting. Done several water/waste water systems using AB & other PLCs. Done another system in LA area for a lead acid battery manufacturer handling disposing of the waste material. Environmental reporting was done. Another large system done for Arco (now Tesoro) in Carson City for environmental compliance tracking using several AB PLCs & other data acquisition systems. .Provide a lot of features & diagnostics that can be shown in an online meeting.

I understand that you're hoping for a local freelancer. I've noticed though that so far, no local contractors have bid on your project. I have extensive knowledge and experience working with Allen Bradley, using multiple types of sensors, servos, and control systems. I've spent the last few days studying how to control chemical values such as you have described. From what I read of the project description, a quick recap. You're hoping to take your waste treatment process and automate it using sensors to detect the PH/ORP of the water. The PLC then uses those values, adjusts chemical input levels as required, and then prints out pre and post values. I'm still studying on this problem to give you the most efficient system. Currently, my idea is to integrate Honeywell's 7773 Flow and Immersion Mounting; Durafet® II; MatrikonOPC; and several pumps containing the different treatment solutions. Alternately, I would use Horiba's HO-300 and HP-300 to analyze the values of ORP and PH. This information would then be used to activate pumps as needed. Both systems seem to have good quality, accuracy, and have good reviews. I'm still waiting for responses to see which system would better suit your purposes; based off of what I read in your project description.
