Wordpress design from PSD for UK based sales and after sales service company

The project is for an already running sales and after sales service company. I already have an existing site built using Microsoft .net technology log ago. There are one desktop application that does the administration activity for my current system. I have a plan to upgrade my system from .net to open source. PHP is our choice and we preference is wordpress. The project is divided into 3 phase. Phase 1: We will provide a PSD file after acceptance of the project. You have to enhance it further but not more than 10% or our base work. We are open to chose any good word press them. You have to work in your own domain. I want a good number of free review before accepting the work. Final result must look better than [login to view URL] and tier1online.com. We are not expecting any business logic/coding initially; but menu items, smooth transition from on page to other, standard jquery or equivalent light animation should work. The framework should be responsive and must have CSS / HTML SEO friendly. You have to deliver all your code in our system and initially we will use xampp and you have be available over Skype screen share for any help during implementation. Final payment will be release once the HTML is working in my server. Phase 2: Migrate the project to our hosting server in sub-domain. Our main domain must work. Complete the code behind and incorporate all business logic. Integrate G-suit and configure email for 5 accounts. Phase 3: iOS and Android app. I am looking for a team with both designer and PHP coder instead of only designer. Any issue need to be fixed on the same day and team should be there during UK business hour. Bid for only Phase 1. I am looking for best quality at lowest possible price within one week. You must include 2-5 sample work (PSD / layered bur can keep watermark) and working link to same final work (Max 5 best samples) while bidding.
