simple video hosting site with a twist (need expertise in PayTM API)

Hey, I want a simple script (You can choose language) where: FRONT END - User see 2 options i.e Watch or Record - On clicking Record, the user's front camera is turned on and user should be able to record a video. He should see a reverse timer of 10 seconds. Once over, his video is rendered and available to 'post' - Once user click on 'post' he will see the option to add his PayTM mobile number. - Then video should be posted with 'unique link' and user's PayTM QR code should be visible 'under' his video (this QR code should be dynamically generated based on user's PayTM mobile number - Please check PayTM API for integration) - User should have the option to give title to video. - Facebook Share button should be visible. - Video Unique URL should be generated and visible under PayTM QR code - One search bar on top of the website to search videos by keyword - All videos should be saved and streamed using Amazon AWS api in our AWS account. - Video streaming needs to be flawless, so other people can watch videos on website. NOTE: We might miss some details however with this description, you should get the idea ---------- ADMIN PANEL ---- We need very simple Admin panel, where we can delete any video and edit PayTM QR code. As 'record' is the feature that use mobile phone's front camera, so whole product should be responsive and optimized for mobile view too. If open on the desktop computer and some one click on 'record' then he should see a tool tip that it works on 'mobile phone' only Budget is $500 and we will pay once we add more features.
