I'd still need the data and the features you'd want to be sure of this quote, but right now, it's looking like 500USD. If you can send me a sample of your data and the kind of graphs that you want, I can make you a small demo free of charge, without commitments (meaning you don't have to hire me if you don't like my demo) so that you can be confident if you would wanna work with me or not. If you're comfortable with using Excel, I can also make you a system with Google Spreadsheets API instead of a database (or both) so that it's easy for you to modify.
