Market Prices Scroll Bar/Ticker For Website

I need a scroll bar or ticker for a website. It should be a horizontal bar that shows market prices (eg. Gold & Silver) moving from right to left. The prices need to be current prices and must update even without the webpage needing refreshed.
I will give an example of what I am talking about through PM.
This needs to work on a HTML page. I am open to the method used, as long as it works. Let me know how you plan on accomplishing this.
This needs to be done legally. So do not import the prices from a website that does not give you access to do this. And do not steal or copy someone else's scroll bar or ticker.
The scroll bar must NOT be a free widget found online somewhere. Neither can it have links to another website (eg. "Powered by ..."). This needs to be a unique product coded from scratch.
I will not release payment until I have received and tested what you send. And I will not release payment until I have checked to make sure all requirements have been met (eg. not stolen code). I am easy to work with, but too many Freelancers here do not know how to follow simple instructions and expect early payment before the job is finished.
The code must be error free and tested by you before delivering to me. Do not bid if you cannot test what you make. If I have to double check everything and wait for updates, I might as well do the job myself.
I will need full rights to everything. Thank you for bidding.
