The main constraint we'll need is a hosting with the tools necessary to run scheduled tasks (cron / daemon / task manager). A cloud provider (like Digital Ocean) may work too. My proposal includes validating such requirements, developing the functionality for user input and the component needed to run the posts publishing. Other than that, I have no graphic design experience. Do you already have a web designer for the task? I have a couple of colleagues that can help, but as far as I cannot ask you before bidding, I presume you have that issue solved and not including in the price.
