Create a small PHP automatic video generator scirpt

Hello, this is a POC, to be built using PHP and Js. We are looking for a php & Js developer to build a system that will do auto interview: 1) visitor have a form - choosing interview type (out of dropdown) and will in textarea - 1 line description. click "Let Start" to prepare for interview. 2) load predefined script from a csv - each line is a question. 3) will load a screen, that will ask for video & audio permissions, once granted - it will show on page - the video and the audio levels change from mic as he speaks. 4) when ready, visitor will cilck the "start interview", that will show him above the video a progress bar (question X / Y) and the question. 5) per question buttons will be showned - "Answer", "Next". when answer clicked "Answer" button will be changes to "Done" - 3-2-1 will be shown and video will be recorded, when next clicked - the next question will be showed. 6) allow to navigate back and next through all the questions, watch the related videos, and "Re-Answer" the question (which will remove the previous video). 7) at the end user click submit, and the system generate a video. 8) System will generate a video of all the questions, start with a first slide that will be the job title description user entered at start for 5 seconds. then each question will be on a 5 seconds slide, and the video recorded after it (if no video recorded - skip the slide). 9) add a watermark logo at bottom right of the video. save video to disk and allow to preview after it's done. It only need to be functional - not well designed - once this POC will be done and working - we will create additional milestones to make it well designed and integrated to our system.
