Convert a Template to a Website Including back-end Sign-Up and Design Implementation

Hi there, Thanks for viewing our project. I apologise in advance for any lack of specific knowledge. I would like you to consult on the exact roadmap for how you will achieve this is the shortest timeframe possible. Working smart, not hard. (the template will provide all elements - I will provide content) I need a front/back-end developer to put it all together. I require an experienced/expert web app developer to implement custom UI / backend into the following source file template: (see template screenshot - files attachment) This template is being used as inspiration and will need to be customised to fit my business needs. We require a complete customer on-boarding (signup/login) setup using MySQL (preferred) along with javacript/react.js illustrations custom to our business - which I will provide to you in mock-up form from Sketch -> flinto. As a designer, I can work with you on developing the UI assets that can be inserted into the current template. I will provide colour pallette etc....
