Building a Website to help Download/Upload (ONLY EXPERTS)

I'm looking for a programmer to create a website which will download/upload specific files to specific website using it's API. - App will provide log, and store specific accounts, URL's, notes. - App will automatically get variables by choosing options on Google Developer Console. - App will make changes on a specific website according to my options. - App will keep specific files temporarily on a computer and delete them when needed. - App will keep log, deliver report.
