Building CMS for status reports with material design alerts

This is a small project. What we need is:
- CMS or other system to add new status reports; example: server down (red) / maintenance (blue) / server up (green), this with colour codes from Google Material Design Alerts like: [login to view URL]
- RSS feed must be included in the script.
- With every report it needs to add the time and date (DD:MM:YEAR). The script needs to add the time on every update.
- Add my website logo on top and some text and links to the main website.
