Develop an effective plagiarism detector

We need a Plagiarism Detection Software to check for digital plagiarism in text documents ( *.doc, *.docx, *.pdf) and give Comprehensive Plagiarism Report along with the percentage of similarities found. The application will use Google, Bing and other search engines + own database of texts (local storage or MySql). Must detect plagiarism level even if in the texts exist tricks to avoid detection of plagiarism by masking the text originality using common cheating methods. I would highly recommend anyone that would like to do this job to have a look at plagiarism software already on the net, both standalone and online ones. Just google it. Within your proposal, we'd like for you to show that you understand our requirements and offer pointers on how you would develop the technology behind the application. We would be rejecting any generic proposals, and would be happy to negotiate on the budget.
