To me this project looks like a perfect candidate for a child theme based on one of WordPress' own themes. Why? Quite simply because the best responsive themes and best updated themes are those created by WordPress for WordPress. WordPress updates constantly and the best way to keep up to date is to base a theme on something that they will update for you. This eliminates the need for constant theme re-writes.
