Create a list builder lightbox (placeholder) for Xenforo/Sendy

Hi,
I run a community based on the forum software Xenforo ([url removed, login to view]). Now I need a list builder lightbox (that act as a placeholder) plugin that works with Xenforo. In the placeholder I will use form code from the list builder tool Sendy ([url removed, login to view]).
Ultimately I want to be able to harvest e-mail addresses from people that visits my site but does not register as a regular member.
Requirements on the plugin:
* Must be developed according to Xenforo framework standards and best practice
* Must be able (in the plugin options ) to set how often (in minute interval) the lightbox should pop up during a user session
* Must be able (in the plugin options) to set whether the lightbox should pop up again at all during a session after a user has dismissed it with the click of a button.
* Must be able (in the plugin options ) to edit the code that goes into the placeholder
To qualify for this project you need previous experience of Xenforo plugin development that you must be able to show me.
In the attached picture you can see visually what I'm asking for.
The latest version of Xenforo is 1.5.2. That's the version the plugin must be developed for.
The project scope has changed slightly. I have decided to update the project description instead of posting a completely new project.
I realized that developing a lightbox would be to re-invent the wheel once again.
What I need is an integration between [url removed, login to view] ([url removed, login to view]), Xenforo ([url removed, login to view]) and Sendy ([url removed, login to view]).
[url removed, login to view] converts website visitors into subscribers. Sendy is an email newsletter application. Xenforo is a community platform.
In Xenforo I want to be able to benefit from all of the features available through [url removed, login to view] API. Optinmonster delivers functionality to harvest subscribers. The subscriber should be passed on to Sendy through the API available.
Anybody who have done this before? Describe to me in a couple of sentences how you would pull this off? I want to get an idea if you are on the right track before we move on.
