Crear un plugin para wordpress

necesito un plugin donde un usuario pueda desde el administrador crear x encuestas y esta se puedan anclar con un shortcode o widget y se muestre el resultado de esta teniendo en cuenta que se vota una vez por session o x tiempo. busco algo sencillo nada del otro mundo. I need a plugin where a user can from the administrator to create x polls and this can be anchored with shortcode or widget and the result of this considering that we vote once per session or time is displayed. Seeking something simple no big deal.
