Una vez se revise si se requiere alguna query sql y las interacciones o dependencias del nuevo script con el resto de la aplicación se puede disminuir el tiempo de entrega.

Creo que es una solución muy sencilla y puede ser resuelta a nivel de "Client Scripting", la determinación está basada en como deseas el "Popup Window", y si los datos a presentar son generados de alguna base de datos, entonces puede variar en algo la solución, tal vez incluir PHP. Ya que existe un nivel de incertidumbre con relación a la información que provees ajusté el tiempo de entrega en 5 días, pero podría de ser de hasta un día.

Trabajo con sitios desarrollados en PHP/Javascript hace 8 años. El precio es acorde a la necesidad que están planteando. Se creará un script que compare el tiempo transcurrido desde que el visitante ingresa al sitio y permanece en él. Al cumplirse este tiempo llamará a un popup por medio de Jquery o Javascript. Desde el momento que se muestra el Pop el tiempo se reseteará y volverá a aparecer cuando se cumpla el tiempo.
