Cell phone pinging, cell phone triangulation, cell phone tracing

I need you to develop some software for me. I would like this software to be developed for PC/MAC/Windows . Cell Phone Ping - User Location Triangulation - GPS Software-LBS-HLR I am looking for software PC/MAC based, that will allow me to ping a cell phone using only the cell phone number so as to determine the cell phone user's location and it will allow me to read the location on a map like Google Maps. Or software to be developed which will allow a mobile number to be typed into the developed software and then locate the phone via gps, triangulation or location ping which will enable the phone’s location to be seen on google maps within 50 to 1000m. Software should be able to run at set intervals or when requested, it should work on all South African mobile networks ( CELL C, MTN and Vodacom) and all locations in South Africa. This should not require any software to be installed on the third party’s phone, or stealth software via silent text on all phone types. Note this software is one of the measures meant to tackle missing kids and so must be useable without the owner’s permission. Software will not be made available for distribution. No Milestone payments will be made but full payment will be made on completion. The way a ping works is it determines the three closest cell phone towers to the user and then calculates the user's location. How it works: you basically send the MSISDN (phone number) to the operator via a computer interface (API) and they will give feedback a latitude/longitude location and accuracy based on the cell towers the device is interacting with (triangulation). For this method, the device does not need to be equipped with GPS. Pinging cell phones locates, sometimes generally, sometimes more specifically, the device. The precision is determined by the cell tower location in proximity to the phone.
