Build a web app - CMS admin if possible

Arguments is a Web app (a platform on a website) that provides arguments that support different positions that could have on any topic (politics, football, social, etc). It allows the general public to know and look for the two positions (pro or opposite) on a given topic in one place without having to search separately. It is not a blog. The arguments (users comments) are fueled by users who enter their opinions, which will be organized and put in "Hierarchical" order according to the reactions that each argument or topic has from other users. When you open a topic: left side have the arguments against and the right side arguments are pro. If there are no comments (arguments) contained in any of the two sides, the system should give users the chance to register/login and enter content. There should be a search engine in the home page to search: - By topic - By category - By keyword Also there are trending topics on the top. Topics are local to the users location - Must be bilingual (English and Spanish) The website will start in spanich for Ecuador and then for the US. - Besides from the option to enter a subject for the users to argue about, Users can also propose "versus" where the site Compares two things and people can enter comments for one of the two. The most relevant versus They should also appear in the "trending topics" (very similar of [login to view URL]) -Must be able to provide statistics on the behavior of users about different topics and categories. Statistics must be graphical and reports should be very specific. There must be a search engine to find topics people require (in case there is not the topic should leave the option for users to enter as a new item, this will only be possible If they register in the community Arguments) but to search the arguments is not registration required. We need a CMS for the admnistration of the web app, and also we will also need recommendation on hosting for the site to run smoothly. The app should be implemented by the developer on our hosting. The web app need to be adaptable to all screen types (laptops, desktops, tablets and smartphones) and all available browsers.
