Build on an existing Windows Application to dynamically create and submit SOAP (XML) and/or Email messages created from Customisable SQL Queries

We have an existing, working application but we want to add some functionality, make some aesthetic changes and change some of the database structure. Whether the winning bidder prefers to build on the application we have (source will be provided to winning bidder) or rewrite from the ground up is a matter for the bidder but please bid accordingly.

In abstract, the application is required to do the following:

Connect to a specified SQL Server and retrieve its parameters and a list of available reports.

These will be presented to the user, who will select a report to execute and additionally whether the session is to create messages to send by Email, or by SMS messaging. The report will be executed and the resulting dataset will be used to create dynamic messages and recipients for those messages. They will be displayed to the user in an editable grid, such that the user can make amendments and/or remove rows. The user will submit the form, which will create and submit each message to a local SMTP server if emailing, or a remote server using SOAP (XML) for SMS messaging and log this to the SQL server. More specifics are details in Advanced Details, attached.

This represents the current functionality. There are new features we'd like adding, below:

1) Ability for user to save changes to the message template - so when they run a report and are presented with the textbox to customise what the message is going to say (with placeholders for variables) they can hit 'save default' and that is what the default will be for that report in the future

2) Ability for me to load the same reports on every system but set a bit in each row that identifies whether that site sees that report. This will make life a lot easier as I can keep the Reports table the same everywhere, but have another table, or another mechanism (still thinking of that) to make the ones not relevant disappear from the sites that shouldn't see them

3) A splashscreen.
