Hi, I was not aware of the term "stokvel" but I searched to find that it is a saving scheme in South Africa where members contribute fixed sums of money to a central fund. Well I would then conclude it as a Crowdfunding website like Kickstarter. There must be Raising Capital from some members and some members can be Investors where Investors can choose a company for which they want to invest funds.
