Build an Online Store

Hello, I'm a student looking for someone to help me create a website, i intend for it to be as simple as possible and fairly straightforward with a bunch of very common aspects seen in many, many websites. Essentially i need someone to create a classifieds website, similar in function to craigslist with a few extra features. The reason i'm not using a wordpress template or something like that id like to have a few custom features which i couldn't manage to find in any of the packages i looked at. When you have developed it, you just need to upload it to my webhost, make sure its displaying properly, do a little testing, then your done. Specifically, the key custom features id like to have are: User profiles (Accounts) Feedback system Feedback either Positive (+1 feedback score), Neutral (+0) or Negative (-1). A simple counter, users can also leave comments. Ability for users to create advertisements. Ability for users to filter advertisements based on a number of things. Ability to highlight advertisements (Admin only) A page where statistics are displayed to the admin + a bunch of other easy ones which can be given if needed. Here's a mockup, its fairly detailed, dont worry about the design or anything, just worry about the functionality and the various elements. In the end, i dont care if its not pretty, i just need functionality to start the ball rolling, i dont need smartphone integration (yet, unless you can do it for no extra cost) and the design just needs to be basic, easily readable & usable. I also dont care if you use existing software, if you know a wordpress template that does what i want it to, awesome, if you use something you have built for someone else, cool, so long as its functional to my specs i dont care. As i said, i’m a student, dirt poor at the moment, so i’m looking for someone to do this fairly cheaply, willing to negotiate a bit but only within a reasonable limit. I'm assuming as the eCommerce layout and features are so commonly used by web developers nowadays, nothing will be have to be built from the ground up as elements used in previous projects will just need to be ported across and integrated. If your planing to build a system from the ground up, this isn't what i want, i just want tried and tested systems used before in other website projects, just integrated into my website differently with a few minor custom options. I previously was an IT student, however i studied in a different area to design and development, unfortunately i've learnt all the theory in designing and managing software development but never actually ended up doing any proper online design before switching courses. If all goes to plan (fingers crossed), there will be further work in doing updates to the system over time (which may be better paid). Thanks alot!
