Build Automated SMS and Phone Call Software

I'm looking to build something with the following functionality:
1. A company uploads a CSV with their customer contact info to a secure site
2. The phone number and email address data from the CSV is encrypted in a way so that my Company can't see it
3. The telephone numbers from the CSV are fed to an auto-dialer where the agent doesn't see the phone number but can see the customers name and other information. The software would dial numbers for the agent to speak to
4. I'd also like the functionality to send SMS to these customers
5. I'd also like the functionality to be able to call these customers with an automated pre-recorded message where at the end of the call they can make a selection "press 1" or "press 2" and the results are logged
6. I would need good reporting functionality
