Bootstrap expert needed for customised form UI

I have a custom made web application in Codeigniter. I am looking for someone who can make minor changes in the form. There is a field required for entering tags (similar to that on stackoverflow). There is a list of tags available in the database which can be fetched via json api (sample attached). In particular I like bootstrap tagsinput plugin with typeahead and need a solution on the same lines, but I could not manage to support custom values being entered by the user. For example in the attached screenshot, user can enter \"insurance\" as it is available from the json, but he cannot enter \"health insurance\". The user should be able to enter the tags as fetched from backend api, as well as enter their own values as new tags (the backend will enter new tags to database if they do not already exist). I will provide the code with tags database, the freelancer should be able to edit the view files. If you have basic knowledge of PHP that will do but you need to be an expert in javascript plugins, especially typeahead and bootstrap tagsinput.
