Bitcoin escrow website

I need a bitcoin escrow website where users can deposit their founds on personal wallet and then start an escrow transaction. Website features: (Please don't use javascript, use mainly php) 1. Users registrer/login system, user cpanel and wallet Users can register and need to complete username,password (password in db use good hash, no md5) and captcha verification. When user is registred obtain a random code (like huv9558%h) Users have a cpanel where can edit their password Users have a bitcoin wallet to deposit bitcoin Users have a transaction and escrow history page 2. Wallet specifically and escrow Wallet have withdraw and escrow related function Escrow has 3% for every concluded transaction which will be filed on admin wallet When users start an escrow (with specific button) will appear relase escrow and dispute escrow functions, the first function relase the escrow to specific user, the second freeze the escrow and warns the admin. 3. Admin features Block all wallet for maintenance Relase escrow for other user
