Sports Betting/Picks Website SSI

I need a website template created. I would like this site to be called "Vegas Lou's Sports Picks". This website will be placed at the URL: http://www.vegaslou.com. I would like this site to be created in SSI. This is a must. I repeat, this site must be made in SSI. If you cannot do this site in SSI, do not bid! I would like this site to look professional and have a graphical look. Some graphics I would like included in template are images of the Las Vegas Strip at night and/or professional athletes (baseball, basketball & football). Designer must supply it's own graphics for the site and must be able to provide a few banners for the site (125x125, 120x60, & 468x60 sizes) I would like the navigation of this template to be in text link format. The navigation link must be in text. I would like spots for small banners for advertisers and a lot of space for main content. Web designer must be very good and able to supply a sharp and professional looking template. I would like the site to be dreamweaver friendly and very editable to the average person with some web knowledge. Designer must supply a small mockup image of what I can expect if I accept their bid. If you don't supply a mockup screenshot, I will not accept you bid.
