Pinterest site with Classified Ads functions for LocalEscor

Hi I need to make the following site I hope you guys can help me. Like I said the script is already written with Categories, lots of existing features for you to work with. All that's needed is: - Create nice design templates - I can provide all the layouts where elements should go. - Add a Classified Ads Functionality to an existing script. to Post Profile, Add Images, Pinpoint location on Google Map, - Add Payment Module to accept Paypal and their Visa, Mastercard, etc payment options. - Add Locations to browse by specific city with Google Maps for each listing. - Add Featured options for extra fee: Bold, Border, Highlighted, VIP Tab Category, Photo Verified Ribbon, Tweet Listing to all our followers on Twitter. - Add a filter to search results: similar like I did on my other website: [login to view URL] for: a. AGE RANGE, b. Price/Hour Range, c. Things she is comfortable doing, d. Nationality e. and few others. Please give me very good/reasonable rate because I am not a corporation but just want to see if this can work. I need to know if you will be doing ONLY programming or both DESIGN and PROGRAMMING.
