Organization/Management Web-Application for our company

We are now starting a new company, where I have analyzed the business and the everyday´s work we will do, where I need some webbased management/organisation application which will help us to organize our organization. I need also a small and simple webbased document management browser, where new documents from our network scanner (you have to write a small script first, which copys the new PDF or TIFF files the scanner generates on a local pc/computer to our internet-connected MySQL server and inserts the files/documents in the database). The documents should be categorizeable, groupable, linkable with a person who is in charge, define a status, etc... - THE BEST WOULD BE IF YOU ALSO THINK A LITTLE BIT WHAT IS NECERSARY... JUST SOMETHING WE NEED WHAT PROVIDES A CENTRAL SOLUTION OVER INTERNET where our people (we are currently just 5) can work with and see documents of the company which are scanned, or if new letters (post) has arrived and was scanned, or invoices were received, or expenses were generated... I also need a small and simple way to write invoices with that webbased system... I also need a way to prepare all accounting information, like scan all invoices and have them available online under a section of the document manager, where also every bought item must be entered as data, as well as price, VAT, country, etc.. must be entered... just that we have all together the tax-accountant needs - and can see all documents online, that we don´t have to send him all papers in original... Of course also reports must be createable - like analyzation of current expenses, how much VAT we will get back from the tax-office, if we have multiple locations/companies in different countries, we need to see the situation in every country, Project budgets... - every expense must be linked with a project-budget... and reports must show how much is used of the budgtets... Budgets should be defined by company and project, person and administration-standard-groups (like office cost main office, or TELEPHONE COSTS MAIN OFFICE, etc...) + TRAVEL BUDGETS... Time-Recording... how much time is spent for each project / task... Phone -Call Note (to every phone call we must be able to write a small note) Travel-Log * Where have I or another one working for us have been... places where we were, with who we meet, how we go there, costs... Maybe you have a ready-made solution which is availbale as open-source and you just combine multiple open-source tools to one special web-tool-intranet-portal + write from scratch what you cannot get as open-source solution... Medical-Expense Tracker / Analyzer and Reporter * Report all medical service the company paid , by person, by time, etc... where EACH expense has to be re-billed to the employee´s insurance, so it has to be linked with the invoice-generator Bank - Account - Import (Data Import) It should be possible that manually when logging into our Internetbanking portal from bank where we can download TXT based transaction list/history - all transactions must be able to link with a project, budgets, person, etc... Cash - Book How much money in cash do we have in our company wallet... we record, enter every time we take money or put some money there I have written the most ideas and notes about this project by hand - and scan the information and attach it as project-additional information later... I just need something what really works and helps me for organizing my firm... I am thinking about a budget o up to 1000,- USD where I would just pay in stepstones - like by feature / function... (after each script/tool you have customized and installed or developed and put together with the rest of scripts and linked all totgether...) Please write (based on my script/notes/ ideas... - chaos style) a small project plan HOW U UNDERSTAND YOUR JOB AND WHAT YOU WILL AND CAN PROVIDE as first step-stone (50,- USD) ... so let´s define 20 step-stones á 50,- USD - for all parts/modules ...
