Modify simple classified site

Needing to upgrade a new website ([login to view URL]) that I would like modified to be search engine friendly, listings to have a USA Google API map (free and available from [login to view URL] version 3). Posting an ad will require a start point (city, state) and end point (city, state) for the map, poster has choice to post contact information or not. Design a simple but nice theme whereby each page's header and footer can incorporate logo and banner ad(s), maybe rotating. Utilizing the existing script or starting from scratch with the current info is at your descretion. Being able to complete this task in a relatively short period of time and with a very reasonable price will be a great reference to one of my other (reverse auction) job posted on this site. NOTE: This job was done once before but it wasn't correct so I'm reposting it to have it done correctly. Also, when it was redone previously, it was done in WordPress and was very, very slow in loading pages, etc. There must be a better way to do this.

TO BE MORE SPECIFIC: Visitor to site is looking for or needs a ride or has a vehicle and can offer a ride in their vehicle. It could be one time, one week or everyday. It could be college student, vacationer, little old lady to grocery store or businessman carpool to his work. It could be across town or to a different state. They log in, select from alphabetical catagory (ONLY states, ie. Alabama, Arkansas, Alaska, California, etc.) They view ads and or post ads... all is free. When the ad appears, it will show the description of start city, end city, the Google map from point A to point B, and contact information (if poster chooses to post contact information). Feature ads could be non-rideshare and charged a fee with PayPal only checkout. Hopefully this helps a bit.
It seems like starting from scratch is what many people want to do and that is okay providing you DO NOT GO OVER maximum budget. Let's do this :-) Bob
